EDD ASCP Plan Scheduling Resource Requirements On Non-Working Days (Doc ID 1678609.1)

Symptoms

On : 12.1.3.9 version, Constrained planning in CRP:

Users are in R12.1.3.9.1 patch 17350769 - no one offs for snapshot nor MBP. Using 64 bit Linux MBP MSONWL64.ppc 120.3.12010000.355. Using 64 bit Linux Snapshot MSCNPL64.ppc 120.2.12010000.84

MSC: Use FIFO Pegging = No
MSO: Lead Time Control = Do not violate minimum processing lead times
MSO: Schedule Across Breaks = No
MSO: Use Breaks in Calculation of Unconstrained Scheduling Windows = No

They're also using JDE as their source instance (legacy data collection). They are seeing their EDD Classic Constrained plan placing resource requirements on non-working days for some resources. Their resources are either 24-hour resource or shift-based resource. Example data

Org = TST:M1
Item = JMake
Dept = MFG
Resource = JMRes

On 30-MAY-2014: (Non working day)
Available hours = 0
Required hours = 25

The same thing happens again for the same resource on 06-JUN-2014 and 15-AUG-2014
Of course they're also seeing resource overloaded exceptions when this happens. There is a Bottleneck Resource group called CRITICAL and this resource is part of this bottleneck


Things we tried:

1. Found relink of 32 bit msc/mso executables was not done properly. Relinked, confirmed good relink and reran the plan. However it did not help

2. Reviewed Note 1080929.1 and set following profiles:

MSO:Schedule Across Breaks = Yes
MSO: Use Breaks in Calculation of Unconstrained Scheduling Windows = Yes

Rerun of ASCP plan did not help

EXPECTED BEHAVIOR

Expect resource requirements not to be generated on non working days when MSO: Lead Time Control = Do not violate minimum processing lead times

STEPS

The issue can be reproduced at will with the following steps:
1. Run EDD Constrained plan
2. Review output
3. Find some resources scheduled on non working days per Org calendar
