Control Plan Editor Canvas Movement Erratic When Dragging a Feature Node While Zoomed Out

Symptoms
A problem exists in the Control Plan Editor (CPE) when dragging a placed feature node around after the CPE canvas has been zoomed out. This results in erratic amd disproportionate movements of the CPE canvas area relative to the movement of the mouse cursor/node. Due to this issue, it is extremely difficult to edit a large control plan structure as zooming out results in the inability to alter the position of any nodes in the canvas.
To be able to zoom out in the CPE, a node must first be dragged to the edge of the current canvas. This causes the horizontal and vertical scroll bars to appear.
