This issue is specific to WebCenter Portal version 11.1.1.7.x in association with the above product versions.

Symptoms

When attempting to import Group Space template "msc_apcc_gs_template.ear" for Advanced Planning Command Center (APCC) in WebCenter Portal version 11.1.1.7.x, the following error is reported in the UI: "No Handlers Could Be Found For Services With IDs: Oracle.webcenter.doclib".

The EAR file (msc_apcc_gs_template.ear) comes from the $MSC_TOP/patch/ear file folder, which is a part of the Oracle E-Business Suite (EBS/VCP) installer.

Error in the WebCenter Portal managed server diagnostic log is as follows:
