Timeout Only Network Elements Due to Delay in Order Provisioning (Doc ID 1680594.1)

Goal

There is a significant delay in order provisioning. Even though an ASDL can be completed in the NE quickly, the whole completion cycle of an ASDL is still too long, which causes order timeout. What could be the reason?
