RPAS Fusion Client: Use of Active Directory Creates Logon Performance Problems

We are using Active Directory as the user SSO repository with WebLogic appserver for the RPAS Fusion Client.   When logging onto the Fusion Client for the first time, it takes an extreme amount of time, e.g. 15+ minutes, to do so.  Why is this happening?
