Legacy Loaded WIP Job Components Are Not Pegging To Assembly Item's WIP Job (Doc ID 1681649.1)

Symptoms

Using Legacy collections to load WIP jobs and WIP job requirements.

PROBLEM
-----------------
WIP jobs demands are not pegging to the top level assembly item for the job
See the component demands in the plan output are not pegged to the job
See the top level item supply pegging does not show any of the job components

EXPECTED BEHAVIOR
-----------------------
pegging should be complete for top level assembly and components should peg to top level as well.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. job and job component demands uploaded via Legacy Collection.
2. Run plan - confirmed that Net WIP is checked in the plan options
4. Confirm if you see demand for the components and top level assembly but when you expand the pegging to they do not peg together
