Schedule job service failed due to problem loading PM settings for user "xxx" (Doc ID 1682663.1)

Symptoms

On : 8.3 SP2 version, P6 Scheduled Services and Pre-R8.x Job Services

Schedule job service is failing in both ASAP and schedule.


ERROR
-----------------------

Error is log.no_key in application

P6Webaccess.html got error:

ERROR com.primavera.bo.rules.calc.UserCE ?:? Problem loading PM settings for user "xxx". Some settings may revert to defaults.

the blob to be decoded is an invalid format near position xxx

 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login P6 web
2. Select Project -> Project Schedule Service
3. Select a schedule job -> Run as service

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot get successfully complete schedule.
