Receive 'Select A Valid Value.' Error On Source (or Driver) Condition When Updating an Existing Rule (Doc ID 1683003.1)

After upgrade to PFT 12.1.3, when updating an existing rule with an upgraded/existing condition, the following error is received:

Receive 'Select a valid value.' error on source (or driver) condition when updating an existing rule

This environment was upgraded from R11 to R12 recently. When 'updating' an existing rule. If 'source' tab is selected and then try to navigate to another tab(such as Target), the 'select a valid value' error appears for the source condition. The condition does exist as a global condition.
This does not happen for all rules.
For some rules it happens on the Driver condition and not the source condition.

If the same global condition is created new, there are no errors selecting this condition. Not all upgraded conditions have this issue. Other conditions with the same components (on different dimension members) work without issue.

Steps to reproduce:

1. Navigate to Business Rules - Mapping Rules.
2. Select 'Go' to bring up list of rules.
3. Expand the rule in question and click on the Update icon.
4. When viewing the Source tab for the rule, click on Target tab to navigate to it and error occurs.
