SCORM 2004 Content That Passes Cmi.score.raw Causes Attempt And Performance Status Issue

When cmi.score.raw is set by SCORM 2004 content, the LMS is thinking the content is scorm 1.2 vs 2004.
If there is no mastery score on the object, the raw_status is used, which in the case of scorm 2004 is N (Not Attempted), since SCORM 2004 uses completion_status and success_status, not raw_status.
This is causing the attempt and performance status to reflect not attempted when the object is actually incomplete or completed (depending on where the user is in the content).
This causes confusion for customers when looking at a course that is completed but shows their status as not attempted.
After the leaner completes the course their status should shows as completed.
The issue can be reproduced at will with the following steps:
1. Launch and play course that is published as Scorm 2004 content
