Cannot Add a New UDA Value If a '99999' UDA Value Already Exists

In the Oracle Retail Merchandising System (RMS) 13.2.x User Defined Attribute (UDA) window, when the UDA value '99999' exists, the user cannot insert any new records.  Instead, the value '#####' will be displayed, and the below error is encountered:

Steps to Reproduce:

  1. Ensure you have a UDA value with ID 99999 in the UDA_VALUE table.
  2. Go to the front end and select 'add UDA Value' to that UDA where the 99999 record already exists.
  3. The record inserted online will display '#####' and you will get the error message above.  It is expected that RMS would found the next available UDA value.
