Defaults Channel Is Not Processed First In Unified Configuration Mode

Information in this document applies to any platform.
In Messaging Server 18.104.22.168.0, using Unified Configuration mode, there is an issue with the channel ordering.
When new channels are created with msconfig, starting with a character alphabetically before "d", they are also added to the XML file in alphabetical order, including being placed before the defaults channel. When this happens, default parameters are not applied to channels that get placed before the defaults channel.
