Orders Stuck in Progress when WebLogic Cluster is Unstable (Doc ID 1684817.1)

A small number of orders may be stuck in progress when members of the WebLogic Server cluster are being brought up and down repeatedly. These orders will not start an orchestration component and will remain in progress with no activity. You can verify this by examining the orchestration plan status: a component will not start even though all its predecessors have completed.
