Functionality Of Local Evaluator Comment: Does not work as expected (Doc ID 1900200.1)

As per the Doc ID 1358456.1 descriptions, the Local Evaluator Comment field is expected to behave as follows.
Details about the expected functionality of the field and List of values “Local Evaluator Comment” field"

a. If the user is a non-Workflow manager or non-Enterprise Manager:

i. The Dropdown for the Site Language will be defaulted to the Comment Type that belongs to the User’s Site.
[You can check this in the Argus Console-->Codelist->Local evaluator comment type]

ii. The Dropdown for the Site Language will be disabled so that the user can not change the value or see other sites text.

iii. The user shall only be allowed to update the Local Evaluator comments for the configured site.

iv. The field shall be available for updates even if the case is locked either from the Case Form or the Medical Review dialog.

b. If the user is Workflow manager or a Enterprise User:

i. The dropdown will be enabled allowing the user to view and change the comments for all other sites for locked cases.

Against the expected "iv. The field shall be available for updates even if the case is locked" behavior,
on the Analysis Tab in a locked case, when user selects a country for the Local Evaluator Comment field, the field does not open up to enter text,
however if user clicks on the binoculars and enter text, it will display in the disabled field.
