Sensus Connect Disconnect meter command is failing while other commands are working successfully (Doc ID 1900385.1)

Symptoms

Connect Disconnect meter command to Sensus is failing while other commands are working successfully.
There are different variations of this issue.

1) Header information has a combination of these three attributes in MultiSpeakHeader element: MajorVersion=”4”, MinorVersion=”1” and BuildString=”3”
OR
2) Header information has only 2 of the three attributes, such as MajorVersion=”4”, MinorVersion=”1”

Note in either case there is not a "Build" attribute being sent to Sensus in the MultiSpeakHeader element.
