On : 12.1.3.8 version, Installation Issues

ACTUAL BEHAVIOR
---------------
Service Parts Planning plan is not recognizing onhand in a Defective subinventory defined in spares management. The Condition of the subinventory is showing as Usable.

EXPECTED BEHAVIOR
-----------------------
Expectation is that the subinventory would show as Defective and onhand should be recognized since that is how it's setup on the source instance.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Defined subinventory conditions on spares management
2. Performed miscellaneous receipt in defective subinventory
3. Data collected and defined repair at, return to and transfer from sourcing rules in VCP instance
4. Launched SPP plan
