Can ASAP Limit the Number Of Transactions To an NE Port (Doc ID 1902678.1)

Goal

The Cartridge connection type is a Socket, where all activation commands are sent on a socket. The NE vendor has opened 5 ports to which ASAP connects. In the NE Template, 5 connections have been created, each connection has local variable port to which the connection handler connects.

But the NE has a limitation, that the transactions per second on each port should not be more than 10. Does ASAP have a way of balancing  the load among five ports in such a way that TPS (transaction per seconds) shouldn't be more then 10? If yes, how?

It is understood that TPS can be controlled through TPS, but that is at the NE Template level not at the per-connection level.
