Dropdown Values Are Displayed in an Invalid Language When Different Users Work in Different Languages

Symptoms
Dropdown values are displayed in an invalid language when we first login (and logout or continue to login on a different machine) using English user and later relogin using Arabic user.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open the Application with English user. Navigate to screens (old style screens) which has dropdown values displayed which are populated either using Table or lookup values.
2. Now login to the application on a different machine with Arabic user (donot perform a flushAll action) and navigate to the same screen (as done in step #1) which has dropdown values populated.
3. Notice the values displayed in dropdown
Actual Result: The dropdown values are displayed in English language
Expected Result: The dropdown values must be displayed in Arabic language
