Not Charged If Monthly Arrear Deal Purchased With Next Date And Inactivated In Same Month

Steps to reprodcue the issue:

1- 01.Feb.2014 - Create a subscription account with 1st as billing date and with two cycle_forward_arrear charging deals, one deal to start from same day 01.Feb.2014 and second to start from next day 02.Feb.2014.
2- 15.Feb.2014 - Inactivate the account, here we could observe that charges for first deal has been applied from 01.Feb.2014 to 15.Feb.2014 but not for second deal
3- 16.Feb.2014 - Run pin_cycle_fees with purchase and cycle_fees options.
4- 01.Mar.2014 - Run pin_cycle_fees with purchase and cycle_fees options
5- 01.Mar.2014 - Do billing,
Here charges of only first deal can be seen in the bill but not second deal.
6- 01.Apr.2014 - Do billing. Charges not applied for any pf the deal.

Because BRM does not charge usage and cycle fees while the account is inactive. But while the account is inactive, BRM continues to collect bills that were due before the account was inactivated.

However billing on 1st April (1Mar-1Apr cycle) will not apply any charges as account was inactive 1Mar-1Apr.
