Error: "Unable to process the request; JPS-04028: Application with name "primavera" does not exist" Saving Application Administrators (Doc ID 1906220.1)

When attempting to assign a user as an Application Administrator within the Prime Administration application, it returns error "Unable to process the request" and in the log4j application log file the following error is returned:

TIMESTAMP ERROR LocalizedExceptionMapper:35 - Generic localizable exception detected for request to /security/admin/applicationAdministrators, returning error response back to client. Unable to process the request
at sun.reflect.GeneratedMethodAccessor12846.invoke(Unknown Source)

TIMESTAMP ERROR ApplicationAdminAction:110 - Could not load the policy AdministratorAuthPolicy  JPS-04028: Application with name "primavera" does not exist.”

The issue can be reproduced at will with the following steps:
1. Login to the Prime Administration Application
2. Select Application Administrators
3. Assign a user as an application administrator and note the error which returns.
