Symptoms

ACTUAL BEHAVIOR
---------------
Performance issues with chaining.  It took 17609.156 seconds to complete which is not acceptable.

EXPECTED BEHAVIOR
-----------------------
 Per Users, the same process used to take less than 90 seconds earlier.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. set up chaning
2. run chaining workflow or procedure
