ACTUAL BEHAVIOR

Before the upgrade, we stopped cartridge_management_ws and oms.
After the upgrade, when the user started the cartridge_management_ws successfully, we obtainres several errors when the user attempted to start oms and is unable to redeploy or start oms.
In all cases the errors refer to:
EXPECTED BEHAVIOR

oms.ear file should be up and running
Changes
Upgraded from OSM 7.2.2.1 to OSM 7.2.2.3.11 and while starting osm.ear file , we receive the error message.
