Description is Blank on Screens If Voucher State is Changed From Active to Frozen

Symptoms
When voucher state is changed from Active to Frozen either through PI or Screens, the description provided is not being displayed when queried voucher through Screens. The Description is being stored in database successfully.
As shown in following picture, the Voucher Status is Active, and Description is shown.
Later, the Voucher Status is changed to Frozen by Screens or PI. The result is that Description is not shown. See the following picture.
