Symptoms

Actual Result

Status of the task does not change even the content rule is satisfied when the Program is locked due to user accessing to the Gantt Chart

Expected Result

Status of the task to change according to the content rule even though the Program is locked due to user accessing to the Gantt Chart

Steps to reproduce
-----------------------
1. Login to Web Client
2. Create Program Program1
3. Goto Schedule tab, and add tasks: Task1, Task2
4. Open Task1, and goto Content tab
5. Add part P1, and set Rule. (i.e. When P1 is "Prototype", change Task 1 to "In Process")
6. Change status of Program1 to Active
7. Launch Gantt Chart from Program1. Make sure Program1 is locked.
8. Create ECO against P1, and release P1 to change its lifecycle phase to "Prototype"
9. Check status of Task1. It is still "Not Started"
10. Close Gantt Chart to unlock Program1.
11. Check status of Task1. It is still "Not Started"

Program looks delayed even though content rule is satisfied and users cannot understand the correct status information.
