Symptoms

Current Functionality
1. Deal is fully executed and locked
2. Amendment is created
3. License is deleted - License changes to pending deletion state
4. Amendment is Cancelled - License is deleted

Desired Functionality
1. Deal is fully executed and locked
2. Amendment is created
3. License is deleted - License changes to pending deletion state
4. Amendment is Cancelled - License status is changed back to Fully Executed
