Symptoms

On BRM 7.5PS6 <Patch 18725989>, Under the "Change Account/Service status" screen, "Account/service" drop down is empty where as it should have "Account number" to choose and close the account.

Steps to reproduce:

1. Create an account without any plan/service.
2. Go to summary page and click "Account Status" link.
3. In "Change Account/Service status" screen, "Account/service" drop down is empty where as it should have "Account number" to choose and close the account.
