OUAF Weblogic Server Migration 'Server failed to start up' (Doc ID 1913038.1)

Symptoms

We have created the ORS cluster with 4 managed servers 2 App Servers (SPLAdf.ear), 2 Web Servers (SPLWeb.ear).

Topology :
ORSCLUSTER .
  ADMIN HOST
  APP CLUSTER ( hostname1, hostname 2)
  WEB CLUSTER (hostaname3,hostname4)

We are trying to cofigure the server migration between the app cluster (between host1 & host2) and web cluster (host 3 & host 4).

App cluster migration configured successfully but we are not able to start web cluster.
