Checkout/Check-in Does Not Bring Back the Latest Version of the Business Rule

Symptoms

On : Oracle Insurance Rules Palette

Actual Behavior
If multiple users are making configuration changes to the same file, the palette uses the cached version of the File or Business Rule rather than checking for the latest version.
This can cause recent changes to be overwritten.

Requested Behavior
Requesting a code modification which checks for the most recent version of the file during checkout.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1. With User 1, navigate to any Business Rule
2. Open the file, but do not check out
3 With user 2, navigate to the same file, check out, add a comment and check in.
4. User 1: check out the file, recent changes are not loaded.


Business Impact
Due to this issue, there is a risk of changes being lost as older versions of the file are modified then checked in..
