SPP Not Suggesting Planned Internal Repair Order (Doc ID 1913641.1)

Symptoms

On : 12.1.3.8 version, the following issue is being seen in the Memory Based Planner.

ACTUAL BEHAVIOR
---------------
Item = 1234
Demand = 4 in org TST:A
Onhand = 10 in org TST:A (Defective Subinventory)
Depot Repair Org = TST:B

Sourcing Setups
TST:A - A_B_TR = Transfer from TST:B 100% (Rank 1)
TST:A - A_B_RTRN = Return To TST:B 100% (Rank 1)
TST:B - B_REPAIR = Repair At TST:B 100% (Rank 1)

SPP Plan Options
- Plan = SPP_TST1
- Plan Type = Service Plan
- Overwrite Supplies = All
- Assignment Set = SPP_ASSIGNMENT_SET
- Item Simulation Set = SPP-SMSET
- Only 'bad' subinventory is netted in TST:A (BAD)

Plan is suggesting 'Planned New Buy Order' for the item and the source organization is None.

EXPECTED BEHAVIOR
-----------------------
Service Parts Planning would create 4 planned order for internal repair order at TST:A and source org as TST:B while the 4 defective parts from the defective subinventory in TST:A would be transferred to TST:B for repairing.

STEPS TO REPRODUCE
-------------------------
1.  Setup the item, demand, and Sourcing Setups
2.  Setup the plan options
3.  Run the SPP Plan
4.  Check the Workbench
5.  Note that the plan is suggesting a 'Planned New Buy Order' for the item and the source organization is None.
