SPP Not Suggesting Planned Internal Repair Order (Doc ID 1913641.1)

Symptoms

On : 12.1.3.8 version, the following issue is being seen in the Memory Based Planner.

ACTUAL BEHAVIOR
---------------
Item = 2237457-15
Demand = 4 in org GLP:U00
Onhand = 10 in org GLP:U00 (Defective Subinventory)
Depot Repair Org = GLP:RDC

Sourcing Setups
GLP:U00 - U00_RDC_TR = Transfer from GLP:RDC 100% (Rank 1)
GLP:U00 - U00_RDC_RTRN = Return To GLP:RDC 100% (Rank 1)
GLP:RDC - RDC_REPAIR = Repair At GLP:RDC 100% (Rank 1)

SPP Plan Options
- Plan = SPP_TST1
- Plan Type = Service Plan
- Overwrite Supplies = All
- Assignment Set = SPP_ASSIGNMENT_SET
- Item Simulation Set = SPP-SMSET
- Only 'bad' subinventory is netted in GLP:U00 (WHG0478BAD)

Plan is suggesting 'Planned New Buy Order' for the item and the source organization is None.

EXPECTED BEHAVIOR
-----------------------
Service Parts Planning would create 4 planned order for internal repair order at GLP:U00 and source org as GLP:RDC while the 4 defective parts from the defective subinventory in GLP:U00 would be transferred to GLP:RDC for repairing.

STEPS TO REPRODUCE
-------------------------
1.  Setup the item, demand, and Sourcing Setups
2.  Setup the plan options
3.  Run the SPP Plan
4.  Check the Workbench
5.  Note that the plan is suggesting a 'Planned New Buy Order' for the item and the source organization is None.
