Symptoms

The Database Upgrade Wizard (dbsetup.bat / .sh) jumps directly from the Database Connection screen to the Finish screen with no errors reported, and the database is not upgraded.

The following error is reported by the Schema Validation tool (validate.bat / .sh):

Error in Comparing database schema : DatabaseToolException (Could not find the version query for the schema PM on the database server)
