Classic Constrained ASCP Plan Not Giving Correct Lead Time For Make Item When Scheduling in Daily Buckets (Doc ID 1914918.1)

On : 12.1.3 version, Constrained planning

Users are on 12.1.3 and have applied VCP Patch 12695646 - they're using 64 bit Linux MBP MSONWL64.ppc 120.3.12010000.182. They're using 64 bit Linux Snapshot MSCNPL64.ppc 120.2.12010000.55 which came from one off patch 14572459

Users run EDD Classic Constrained Plan. There's a problem with how the sugg start date is calculated for planned orders in the daily buckets. It appears to be rounding down on the lead time when it's a decimal instead of rounding up. Thus it ends of shorting the lead time. Example:

Item: JMDecLTMake
Org = TST:M1
Fix LT = 0.22
Var LT = 0.44

Planned Order Qty = 5
Sugg Start Date = 01-OCT-2014 23:59:00
Sugg Due Date = 03-OCT-2014 23:59:00 - so only 2 days difference

As per Std Logic to calculate Lead Time for Make Item
Lead Time = Fix LT + (Var LT * Qty) so it is 0.22+(0.44*5) = 2.42 days - this should be rounded up to 3 days so expected sugg start date = 30-SEP-2014

Planned Order Qty = 15
Sugg Start Date = 29-JAN-2015
Sugg Due Date = 06-FEB-2015 so only 6 day difference
As per Std Logic to calculate Lead Time for Make Item
Lead Time = 0.22 + (0.44*15) = 6.82 days - this should be rounded to 7 days - so expected sugg start date to be 28-JAN-2014

Planned Order Qty = 10
Sugg Start Date = 01-JUN-2015
Sugg Due Date - 05-JUN-2015 so only 4 day difference
As per Std Logic to calculate Lead Time for Make Item
Lead Time= 0.22+(0.44*10)= 4.62 this should be rounded to 5 days - so expected Sugg start date to be 31-MAY-2015

A. Support can duplicate this on internal instance

B. This problem does NOT occur for unconstrained plan

Expect lead times to round up to the next whole integer calculation instead of rounding down to provide correct sugg start dates

The issue can be reproduced at will with the following steps:
1. Run EDD Classic Constrained plan
2. Planned orders are rounded down in the lead time
3. Run unconstrained plan
4. Lead times for planned orders are rounded up and are as expected
