Can Not Update a Voucher State Change Description Field Using the Provisioning Interface (PI) (Doc ID 1915452.1)

Symptoms

A voucher's Description field can be updated using the SMS -> Voucher Manager -> Vouchers screen.  It is not possible to populate this field using the Provisioning Interface's (PI) voucher state change commands: CCSVR1=CHG  or CCSVR1=FRZ.
