ISS Parameter iss.watcher.enabled Option Is Ignored? (Doc ID 1916988.1)

Symptoms

ISS watcher process is running and we would like to disable it.  Stopped the ISS server with 'svc_control.sh stop' and manually edited this parameter in jiss.conf file and set it to false:

iss.watcher.enabled = false

Restarted ISS server, however, watcher process is still starting up and runs.
