PROBLEM DESCRIPTION
¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯
When installing a card with enabled port addresses into a shelf in Equipment Inventory, the first-level port addresses are not included in the concatenated node addresses.
This only happens with the card is installed using the Equipment Spec  'Install/Install At' method from 2nd panel using Equipment Specifications.
No problems are observed when using the '/Add' method.

BUSINESS IMPACT
¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯
Node address concatenation should be standard across the application.
Not being able to use the "Install / Install At" method causes additional overhead and loss for the business.
