Open Billing Failing With Locking Issues On Bal_grp_t (Doc ID 1918404.1)

Symptoms

After upgrading system from BRM 74 PS14 to BRM 7.5 PS8, when running open billing (during delay period) for one DOM, there are dead locks found on bal_grp_t and the billing process does not complete.

It seems to be failing in processing some discounts on the account.

The open billing for the same set of accounts on BRM 7.4 PS14 was successful as part of the Comparative Testing.
