Priority Callbacks Cannot Be Assigned To a User (Doc ID 1918502.1)

Goal

When you log in, you can see a list of callbacks.  You go to ---> Assign Callbacks... then click the checkbox for your username in the "Include Priority Calls" column, but get an error popup that says "Priority callbacks cannot be assigned to this user".  Where can users be set to have this action be allowed?
