The SR_Ack Message is Causing an Extra Reservation if the Used TUC Value is Zero in the SR_Req (Doc ID 1918876.1)

Symptoms

When a Subsequent Reservation Request (SRR) is received, by the Voucher and Wallet Server (VWS), with a Total Units Consumed (TUC) value of zero (0), then the Subsequent Reservation Acknowledgement (SR_Ack) returned should provide a Number of Units Reserved (NUM) with a value of 0 as well.  However, the NUM returned by the VWS is a non-zero number instead and causes incorrect reservations to be made to Subscriber balances.
