Where Used Report Fails With Message : An Unexpected Error Has Occurred (Doc ID 1919585.1)

When executing the "Where used" report, the following error occurs.

ERROR: An unexpected error has occurred. Please contact your system administrator

The issue can be reproduced at will with the following steps:
1. Log into the webclient
2) Run the "Where used" report for an item

When debug is enabled, below error is captured in the log file.
