Perl Error "Can't locate in @INC" While Running Baseline Update (Doc ID 1919627.1)

The baseline update fails at a certain point where a Perl utility is invoked (this could be anything from any Deployment Template utility job that uses Perl like "cleanDirs()" or a Perl Manipulator in Forge, etc) . The entry in the respective error log for the perl job is the following:
