When Editing/Viewing a Return to Vendor (RTV), Clicking "OK" Displays a Non-Editable Blank RTV

In Oracle Retail Merchandising System (RMS) 13.2.x, when clicking the 'OK' button on the [rtvfind] form under View/Edit options, the RTV form is displayed dimmed/disabled. It is expected that the 'OK' button will be associated only with the 'New' action in the [rtvfind] form.
Steps to Reproduce:
- Log in to RMS.
- Navigate to Inventory -> Return to Vendor.
- From the 'Action' dropdown, select 'New'. Do not click "OK".
- Change 'New' to be 'Edit/View'.
- Click 'OK'.
- Note that the RTV form is displayed blank and dimmed with no data.
