Not Able To Pull Up The Usage Transaction In UI. (Doc ID 1921070.1)

Symptoms

Customer having trouble opening the Usage Transaction in the User Interface
in its entirety. This behavior is seen for some of the UTs that are assigned
to a specific Usage Group `HPS-RIDER-NINE¿, that usually has ~60 service
quantities. MDM is run clustered environment at DLC which as 4 application
servers. Sometimes the UT is opened in MDM on one application server but not
in others. The behavior is shown with all possible screenshots in the
attached document `MDM-UsageTransaction-SR.docx¿.

Customer tested this in 3 environments (DEV1, QA, PROD). The behavior or
pulling up the UT in the user interface across these three environments in
very inconsistent. As mentioned in the description, MDM (prod) is run on
clustered environment with 4 application servers.

It is not reliably reproducible with the same UT

This problem is happening in PROD and QA environments, but does not happen in
Dev. There are technical differences, that are most likely causing the
problem, since they are working against the same data - but I don't know what
could cause this issue. There are errors in the log files about the 'managed
content' xsl's, but I've never seen an error like that before

What the customer tested: HPS UT and Non-HPS UT -- HPS is a UT that uses a
HPS type of usage group, that normally results in 70+ service quantities.
NON-HPS generate fewer service quantities and simpler compared to the HPS
ones. The main issue is with the HPS ones. They mostly need to be approved
to send the service quantities to billing engine, but as the UI is not
opening up completely, that operation could not be performed.

The customer tried running the query that pulls the information populating
that UI on the DB, it returns back fine, no issues.

Impact
===================
Usage Transaction cannot be approved as they are not opened in the UI in the
entirety. This is affecting the business severely.
