Symptoms

On : 12.1.3.8 version, Constrained planning.  Added additional warehouses to the capacity constrained plan.

ACTUAL BEHAVIOR
---------------
There is a performance issue with Memory Based Planner 64-bit.

EXPECTED BEHAVIOR
-----------------------
Memory Based Planner 64-bit should run faster.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: Advanced Supply Chain Planner
2. Run ASCP plan with Memory Based Planner 64-bit.

Changes

The fix in MSONWA64.exe0731.zip is only for reducing the loops in the code and no business logic changed.  

It is only a code issue and we could not explain the root cause.  So just an example about the before and after the fix.

Before fix,
Planner goes to the loop logic about  
1+2+3+4+..264697=264697*(264697+1)/2=35032383253 times in total to find the processes.

After fix about 264697 times in total.
