Multibyte Characters in File Name Gets Corrupted When Using Open Button (Doc ID 1922148.1)

ACTUAL BEHAVIOR

When pressing Open button to attachment file with file name with multibyte characters, the file is downloaded with characters in the file name gets currupted

EXPECTED BEHAVIOR

When pressing Open button to attachment file with file name with multibytes characters, the file is downloaded with file name without characters being currupted

STEPS
-----------------------
1. Login to Web Client as a user who has administrator previlige
2. Go to attachment tab of item, and add a file with multibyte characters (i.e: Japanese) in the file name.
3. Select row of attachment file with file name with multibyte characters
4. Press Open button
5. Check the File name. See the mutlibyte characters are corrupted
