Workbench Not Accessible and Displays "Workbench is starting up..." Message Indefinitely (Doc ID 1922958.1)

Goal

After restarting the server that hosts Endeca, the Workbench will not start up. When logging into Workbench the following error is received, and remains indefinitely:


"Workbench is starting up (100 of 100 bundles activated, 114 of 115 components ready)..."

What causes this behavior and how can we resume using Workbench?
