'No Data Found' for View Log Screen - Rows Missing From ICC_MESSAGELOG

In Oracle Financial Services Profitability Management (PFT), Funds Transfer Pricing (FTP), or Asset Liability Management (ALM), the View Log screen for one of the rules does not contain any data. For example, if you go to Administration > SQL Rules and run a SQL Rule, the View Log that appears after the execution contains a "No Data Found" message when you open it:
You expect the View Log screen to contain status information about the SQL Rule's execution.
BATCH_RUN_VIEW is valid in the database. However, it does not contain any rows for the Batch you just ran.
