In Oracle Retail Point of Service (ORPOS) 13.4.x in offline mode, transactions performed within milliseconds of one another (thus having the same timestamp) can be lost when posting to Store Inventory Management (SIM).  When this situation occurs, the filter queue is not picking QUEUE1 and processes the same, but deletes QUEUE2 and resends QUEUE1.

Steps to Reproduce:

  1. Perform 10-15 transactions from 2 registers in offline mode.
  2. Restart the server.
  3. Note that all the transactions are posted in Store DB.   However, when later posting to SIM, some transactions are missed and others are processed twice from the Store Server end.
