Error -948 on Importing File lgv_bug_17758528_1.bin During Installation of HF01 of Oracle Agile e6.1.3.0 (Patch 19364485) (Doc ID 1925802.1)

On Oracle Agile e6.1.3.0 when upgrading to HF 01 (Patch 19364485)
Find that when following the readme document of the hotfix and run the loader to import the loader files (step 8. Import Loader Files) following import command returns errors:
loader.bat --import lgv_bug_17758528_1.imp

The loader reports EPQ error messages -948 (No duplicates allowed).

Pre-Requisites: The target dump contains adapted LogiView procedures in logic model EP_APP.

Additional findings: The loader file lgv_bug_17758528_1.bin that is imported with the above command contains all the LogiView procedures of logic model EP_APP but in the preceding step (step 7. Execute the following SQL scripts for all defined applications) only two procedures of that logic model are deleted.

Expected Behavior:
In general a patch should not contain loader files that contain LogiView procedures that were not changed in the patch (and not mentioned in the readme). The instructions should be operable on any healthy dump.

More Information:
This error depends on the data in the target dump.
In a standard dump the error does not appear and the import runs successful.

The issue can be reproduced at will with the following steps:
1. Download Oracle Agile e6.1.3.0 HF 01 (Patch 19364485) from My Oracle Support
2. Unzip the zip-archive and read file readme.html
3. Follow the instructions of the readme file
5. When in step 8 (Import Loader Files) execute the command by replacing with the value of a valid application:
loader.bat --import lgv_bug_17758528_1.imp
=> Error messages appear like:
FEHLER beim Datenimport! Tabelle LV_DT_MET (1) Fehlercode = -948
ERROR on importing data! Table LV_DT_MET (1) Errorcode = -948
