Intransit Lead Time Is Zero (0) For Project Planned Orders When Multiple Planned Orders are Due on The Same Date (Doc ID 1925997.1)

On : 12.1.3 version, Memory Based Planner in PROD:

Users have applied VCP Patch 17350769 - no one offs for MBP nor snapshot. Using 64 bit Linux MBP MSONWL64.ppc 120.3.12010000.355
This is a Project environment. Users run an unconstrained plan. In this project environment when multiple planned orders are created with the same due date, for different project numbers, the intransit lead time shows 0

Org = TST:M1
Item = JMIntReq

Examples of 0 intransit:
Planned Order Qty = 10 due 20-JUN-2014 Proj = 3268_17117

Planned Order Qty = 10 due 20-JUN-2014 Proj = 3269_17142

For the same item, if there is only 1 planned order created on a due date, the intransit is shown as expected (7 days)

Planned order qty = 72 due 22-AUG-2014 Proj = C848

Sourcing rule setup for the item shows intransit = 7 as part of the plan output. Per review with the customer there is nothing wrong with the dates on the planned orders, just that intransit = 0 for the conditions given above

intransit for all planned orders for this item should be 7

The issue can be reproduced at will with the following steps:
1. Run Unconstrained ASCP plan
2. Review ASCP workbench output
3. Note that intransit = 0 when multiple planned orders for same item but different project are due on the same day
