How to create cisbatch user and configure Oracle Enterprise Taxation and Policy Management (ETM) to run batch jobs using cisbatch? It is needed to create a logon trigger to change the session parameter of batch jobs optimizer_index_cost_adj=30 and optimizer_index_caching=50.

This is as recommended in <Document 1360213.1> Production Environment Configuration Guidelines Oracle Enterprise Taxation Management Version 2.3.0 - Section: Database Recommendations - Oracle - Database Initialization Settings (init.ora)
Extract:

TIER / PARAMETER / RECOMMENDED SETTING
Batch / optimizer_index_cost_adj / 30
Batch / optimizer_index_caching / 50
Note: For batch, it is possible to alter these setting per session. It is recommended to set up another user dedicated for batch to set the above settings in the resource profile for that user. Some sites set up a user named cisbatch for this reason. To implement this user, you must create the user with the same permissions and role as cisuser, run oragensec to setup the cisbatch user's object permissions and then alter the hibernate.username in splapp\standalone\config\hibernate.properties file to cisbatch. For ease of administration it is recommended to keep the passwords for cisuser and cisbatch the same unless site standards state otherwise.
