When trying to transfer a negative decimal bill balance through Customer Center, an error is thrown.
1) A Bill having negative decimal bill balance (say -0.27)
2) Try to transfer (-0.27) amount to positive bills having balance 0.14 and 0.13
3) The amount transfer will not succeed and an error.Infranet is shown on the screen
