Why is the parent Trouble Ticket's "Defer to Customer..." pop-up menu item is missing?

The Trouble Ticket Queue's Right click > Pop-up menu is missing the "Defer to Customer..." option on the parent Trouble Ticket. Why does MetaSolv Solution not allow the parent Trouble Ticket to be deferred to the customer?
